NOTICE TO TAXPAYERS AND ALL OTHER PERSONS AFFECTED OF PUBLIC HEARINGS OF SOUTHWEST PARKE COMMUNITY SCHOOL CORPORATION CONCERNING (I) PRELIMINARY DETERMINATIONS TO ISSUE GENERAL OBLIGATION BONDS WITH RESPECT TO A SCHOOL CONSTRUCTION PROJECT, AND (II) AN ADDITIONAL APPROPRIATION
Preliminary Determination Hearing
Notice is hereby given to taxpayers and all other persons affected thereby that two public hearings for the project described below (the “Preliminary Determination Hearings”) will be held before the Board of School Trustees of Southwest Parke Community School Corporation (the “Board” and the “School Corporation,” respectively) on the dates, times, and at the locations described below upon a resolution preliminarily determining to obtain financing on the school construction project described below through the issuance of general obligation bonds (the “Bonds”) pursuant to Indiana Code § 20-48-1-1 (the “Resolution”). Following the Preliminary Determination Hearings, the Board will consider adoption of a Resolution for the project. The proposed school construction project is described as follows:
The Project consists of (i) construction and acquisition of school safety upgrades, including but not limited to fencing at Riverton Parke Junior Senior High School and Rosedale Elementary School, (ii) leveling the cafeteria floor at Riverton Parke Junior Senior High School, (iii) restroom upgrades and renovations at all School Corporation facilities, (iv) carpet replacement, ceiling tile replacement and upgrades, and painting at all School Corporation facilities, and (v) other related upgrades, equipping and renovations ((i) through (v) collectively, the “Project”), to permit such facilities to be utilized for school purposes.
The Preliminary Determination Hearings with respect to the proposed Resolution and the Project will be held on October 28, 2024, at 7:00 p.m. local time (first Preliminary Determination Hearing) and on November 4, 2024, at 700 p.m. local time (second Preliminary Determination Hearing). The Preliminary Determination Hearings will be held at the School Corporation’s Central Office located at 4851 South Coxville Road, Montezuma, Indiana 47862. The Preliminary Determination Hearings will be held in accordance with Indiana Code § 6-1.1-20-3.1 and will address the Resolution and Project. The Resolution makes a preliminary determination in respect of the issuance of Bonds for the financing of the Project. At each of the Preliminary Determination Hearings described herein, all persons interested shall have a right to be heard with respect any matters pertaining to the Board’s consideration of adopting the Resolution.
Additional Appropriation Hearing
Notice is hereby further given that, following the second Preliminary Determination Hearing and the 1028 Hearing referenced above, the Board will hold a separate public hearing at the School Corporation’s Central Office located at 4851 South Coxville Road, Montezuma, Indiana 47862, at 7:00 p.m. local time on November 4, 2024 to consider the following additional appropriation of the Bonds which the Board has determined to issue. The Board considers such additional appropriation necessary to meet the need existing at this time: An appropriation in the amount of not to exceed $650,000 on account of the financing of the Project, and the incidental expenses in connection therewith and with the issuance of the Bonds on account thereof. The funds to meet such additional appropriation are to be provided by the issuance and sale of the Bonds by the School Corporation. The foregoing appropriation is in addition to all appropriations provided for in the existing budget and tax levy and a need for such appropriation exists by reason of the inadequacy of the present buildings to provide necessary school facilities in the School Corporation. Taxpayers of the School Corporation appearing at said meeting shall have the right to be heard in respect to the additional appropriation. The additional appropriation, if finally made, will be reported to the Department of Local Government Finance, in accordance with Indiana Code 6-1.1-18-5.
