TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:
On or about January 23, 2020, the Town of Mecca will request the release federal funds from the Indiana Office of Community and Rural Affairs (OCRA) for Community Development Block Grant Funds from the State of Indiana under Title I of the Housing and Community Development Act of 1974 (P.L. 93- 383) for the following project:
Fire Station Improvements Project
Project, with no ineligible items, consists of the following: (1) Site work including staking and layout with excavation for footings, foundations, and frost wall to follow, (2) Soil testing to determine if earth has adequate support for building design loads, (3) Installation of 11 Cubic Yards (CY) of steel reinforced continuous wall footings along with setting of anchor bolts in 30 CY of concrete spread footings, scooped footings, and perimeter frost walls, (4) Installation of 241 SF of perimeter insulation, (5) Fine grade earth for the installation of 5,691 SF of granular fill underneath floor slab and install 3,829 SF of vapor barrier and slab wire reinforcing. Pour 3,959 SF of 6-inch concrete floor slabs in truck bays. Once the slabs have cured sufficiently, saw cutting of 480 LF of the concrete joints will be completed. The 708 SF of masonry block knee wall can then be constructed, (6) Assembly of the building to include: erect the 3,829 SF pre-engineered steel building framing components (bracing, roof, siding), install 5,504 SF of 3 ½ inch insulation in the walls and 4,595 SF of 5 ½ inch roof insulation followed by the installation of 4 (14-foot by 14-foot), 3 (12-foot by 12-foot), and 1 (10-foot by 12-foot) overhead insulated truck bay doors with view windows along with 14 protection posts at the overhead doors, 1 exterior window, and 1 exterior door with associated hardware, (7) Installation of 975 SF of gypsum board (drywall) ceilings, complete the rough-in of 3,829 SF of mechanical equipment and 3,829 SF of electrical lighting and power in walls and ceilings, install 1 wooden staircase to a 1,320 SF mechanical/storage space, 1,033 LF of floor joists followed by 5,550 SF of interior painting and 1,320 LF of Mezzanine Sub-Floor. Install 1 interior door with associated hardware, (8) Installation of 2,110 SF of interior metal liner panels along with the removal of 3 existing front overhead truck bay doors with replacement utilizing aluminum framing window components and (9) Pour 6,161 SF of exterior slabs to include front (fill-in dirt areas) and back (12-foot X 92-foot) concrete aprons (slabs) to fill-in/connect existing concrete slabs for continuous concrete to accommodate trucks coming in and out of the building as well as pouring of 85 LF of concrete retaining wall and the installation of 55 LF of steel guard railing which is to be installed on top of the concrete retaining wall.
Finding of No Significant Impact
It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and accordingly the above named the Town of Mecca has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (P.L. 91-190). The reasons for such decision not to prepare such statement are as follows:
All preliminary environmental reviews by state and county agencies indicated that the proposed project would not endanger the environment under any capacity.
An Environmental Review Record regarding the proposed project has been made by the above named the Town of Mecca which documents the environmental review of the project and more fully sets forth the reasons why such statement is not required. This Environmental Review Record is on file at the above address and is available for public examination and copying upon request at the office of the Project’s Grant Administrator, Jerrell Consulting & Grant Administration Services, LLC, 1813 W. Colonial Dr., Terre Haute, IN 47802, 8:00 A.M. and 4:30 P.M., Mon. through Fri. or you may call 812-878-0826. No further environmental review of such project is proposed to be conducted prior to the request for release of funds.
Public Comments of Findings
All interested agencies, groups, and persons disagreeing with this decision are invited to submit written comments for consideration by the Project’s Grant Administrator, Jerrell Consulting & Grant Administration Services, LLC, 1813 W. Colonial Dr., Terre Haute, IN 47802. Such written comments should be received by January 22, 2020. All such comments so received will be considered and the Town will not request the release of federal funds or take any administrative action on the proposed project prior to the date specified in the preceding sentences.
Release of Funds
The Town will undertake the project described above with Community Development Block Grant funds from the State of Indiana under Title I of the Housing and Community Development Act of 1974.The Town is certifying to the State that the Town of Mecca and Tom Fortner, in his official capacity as Town Council President, consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making, and action; and that these responsibilities have been satisfied. The legal effect of the certification is that upon its approval the Town may use the Block Grant funds and the State will have satisfied its responsibilities under the National Environmental Policy Act of 1969.
Objections to State Release of Funds
The State will accept an objection to its approval only if it is on one of the following basis: (a) that the certification was not in fact executed by the certifying officer or other officer of applicant approved by the State; or (b) that the applicant’s environmental review record for the project indicated omission of a required review process. Objections must be prepared and submitted in accordance with the required procedure (24 CFR Part 58) and may be addressed to the OCRA, Environmental Specialist, One North Capitol, Suite 600, Indianapolis, Indiana 46204-2027.
Objections to the release of funds on basis other that those stated above will not be considered by the State. No objections received after February 7, 2020 will be considered by the State.
