UNION TOWNSHIP, PARKE COUNTY, INDIANA INVITATION FOR BIDS
FIRE APPARATUS – MEDIUM RESCUE APPARATUS
Notice is hereby given that Union Township, Parke County, Indiana (Township) by and through its Township Board, is requesting formal sealed bids for the purchase of a new medium rescue apparatus designed to support firefighting operations, vehicle extrication, technical rescue, EMS, hazardous materials response, water rescue support, and general emergency operations.
PROJECT DESCRIPTION
The Township is soliciting sealed bids from qualified and responsible vendors for the purchase, demonstration, manufacture, and delivery of a new medium rescue apparatus.
MINIMUM SPECIFICATIONS
The fire apparatus shall meet or exceed the following minimum requirements:
CAB AND CHASSIS
- Commercial cab chassis.
- Four (4) person cab configuration.
- Rear center seat removed and replaced with an EMS storage cabinet accessible from the rear crew area.
- SCBA seating and mounting for remaining crew positions.
- Front bumper extension with integrated rescue tool storage.
RESCUE BODY
- Approximately 16-foot rescue body.
- Non-walk-in rescue body design.
- All equipment accessible from exterior compartments.
- Stainless steel body construction preferred.
- Full-height compartments with transverse storage capabilities.
- Rear roll-up compartment access.
- Roof-mounted storage compartments with access ladder.
- Roof walkway and work platform.
COMPARTMENTATION AND EQUIPMENT STORAGE
- Extensive adjustable compartmentation for:
o Hydraulic rescue tools
o Stabilization equipment o Rope rescue equipment o Air bags
o Cribbing
o EMS equipment
o Hazmat equipment
o Water rescue equipment
o Hand tools and power tools
- Adjustable shelving.
- Roll-out trays.
- Heavy-duty transverse slide trays.
- Tool mounting boards and equipment mounting systems.
- Dedicated stokes basket and backboard storage.
- SCBA cylinder storage.
- Fire extinguisher storage.
RECOVERY AND RESCUE FEATURES
- Front receiver hitch.
- Rear receiver hitch.
- Side-mounted receiver hitches located under the body for stabilization, winching, and specialty rescue applications.
- Portable winch system with minimum 10,000-pound capacity capable of deployment from front or rear receiver locations.
- Tow eyes front and rear.
- Roof-mounted rigging/tie-off points.
EMS FEATURES
- Interior EMS cabinet in rear cab area.
- Dedicated exterior EMS storage compartments.
- Medical equipment readily accessible from exterior compartments.
ELECTRICAL AND LIGHTING
- Multiplex electrical system preferred.
- LED warning lighting package.
- LED scene lighting package.
- LED compartment lighting.
- LED ground lighting.
- Battery charging system.
- Electrical load management system.
ADDITIONAL FEATURES
- Side-mounted manual awning.
- Roof access ladder.
- Oil dry storage hopper.
- Corrosion-resistant body and compartment construction.
- Long-term serviceability and maintenance considerations.
Manufacturers may propose equivalent designs that meet the operational intent of this specification while maximizing storage capacity, equipment accessibility, safety, durability, and long-term reliability.
All equipment shall be compliant with applicable NFPA standards and industry best practices.
INTENDED MISSION PROFILE
The apparatus will serve as the department’s primary medium rescue unit and support:
- Vehicle extrication
- Technical rescue
- Rope rescue
- Water rescue support
- Hazardous materials response
- EMS operations
- Search and rescue
- Storm response
- Fireground support operations
BID SUBMISSION
Sealed bids much be clearly marked “SEALED BID – FIRE APPARATUS (MEDIUM RESCUE APPARATUS)” and either hand-delivered or sent via U.S. Mail or private carrier to:

Bids will be accepted until Tuesday, July 7th, 2026 at 4:00 p.m. (local time). Late bids will not be accepted or considered.
Oral, fax, e-mail, or other forms of bid will not be accepted. Mailed bids that are delivered after the submission deadline will not be accepted regardless of the postmarked time on the envelope. Vendors should carefully consider all delivery options and select a method that will ensure successful delivery prior to the submission deadline. All bids become the property of Union Township and will not be returned.
BID OPENING
Sealed bids will be opened publicly and read aloud at the meeting of the Township Board on Wednesday, July 8, 2026 at 6:15 p.m. (local time) at 2276 South State Road 59, Rockville, IN 47872.

All questions regarding this invitation for Bids shall be directed to the Bellmore Fire Department by phone at (765) 344-0188 and by email at [email protected]. Questions should be submitted with sufficient time prior to the bid deadline to allow for response.
BID EVALUATION AND AWARD
Bids will be evaluated by the Township Board, and the contract shall be awarded to the lowest responsive and responsible bidder, in accordance with Indiana law. The Board reserves the right to reject any or all bids, waive minor irregularities or informalities, determine bidder responsibility and responsiveness. Final award and expenditure approval are subject to approval by the Township Board as required by law.
RESERVATION OF RIGHTS
The Township reserves the right to cancel this Invitation for Bids at any time, if deemed to be in the best interests of the Township.
