Notice of Grant Modification

On or about May 31, 2019, the Town of Marshall intends to apply to the Indiana Office of Community and Rural Affairs for a modification to the WDW CDBG grant for the water system improvements project. This program is funded by the Small Cities Community Development Block Grant program through Title I of the Housing and Community Development Act of 1974, as amended.  These funds are to be used for economic development, public facilities and housing projects.  This grant was awarded to the Town of Marshall for the purpose of making improvements to their water distribution system.  The Town of Marshall has found it necessary to request a modification to the project for the purpose of adding additional work.  The town will be adding to the project by completing the following:

  • Adding two more hydrants on dead ends ($15k)
  • Purchasing a few water meters
  • Purchasing software upgrades for their meter reading system

The Town of Marshall will hold a public hearing on May 28, 2019 @ 3:00 p.m. at the Community Center located at 16 S Main Street, Marshall, Indiana. The purpose of the hearing is to provide citizens an opportunity to express their views on the federally assisted project, the modification request, community development and housing needs, past community development and housing activities. This grant was originally awarded on May 1, 2018 for $120,000.  If approved, this modification request will not change the grant amount.  The town has received CDBG funds for the following projects:

2003 – New Fire Station

2006 – Water System Improvements Project

2009 – Wastewater Planning Grant

2012 – New Fire Brush Truck

2015 – Water/Stormwater Planning Grant

Records regarding the accounting of these beneficiaries and funds are available from the address listed below. Interested citizens are invited to provide comments regarding these issues either at the public hearing or by prior written statement.  A plan to minimize displacement and provide assistance to those displaced has been prepared and is available to the public.  There is no displacement on this project.
